Program & Project Management
Horizontal & Vertical Construction
P&P’s principals have provided horizontal and vertical construction
management services to the federal government for over twenty (20)
years. With a unique combination of federal construction specific education (US Army Engineer Officer Basic Course, US Army Engineer Officer Command and Staff Course) and experience (Airfield reconstruction in Qayyarah West Airfield; Mosul, Iraq; CONUS projects for USACE Chicago, Baltimore, Mobile, Savannah, New York and Huntsville as well as the Orlando and Philadelphia Veteran’s Administration facilities ), P&P provides systemic, knowledgeable and comprehensive construction services to all clients.

Civil Works & Dredging
P&P provides civil engineering, beach restoration and emergency response operations of the Gulf and the southeast region of the United States. Our rapid response approach quickly restores communities to livable conditions following floods, hurricanes, tornados, wildfires and other forms of natural disaster. To address such emergencies, P&P has an established Emergency Management Program (EMP) and has formulated a teaming partner network which provides capability and capacity for the management of the immediate action and follow-on operations required for comprehensive emergency management. P&P provided disaster relief efforts ( debris removal ) following Hurricane Ike in support of USACE Galveston / FEMA; Project Management and Quality Control services on civil / sitework projects for USACE Chicago (clearing and grubbing, site grading, construction of a permanent road); USACE Baltimore (clearing and grubbing, site grading, construction of a concrete pad for a water storage facility and pump house ); Project Management, Quality Control and Site Safety and Health services on civil/sitework projects for USACE Mobile (construction of a running track and infield at Homestead AFB, Florida). and Dredging Quality Control services to USACE New York (removing up to approximately 400,000 cubic yards of material from the Federal channels to remove critical shoals and maintain the authorized channel dimensions).
Facility & Base Maintenance
Renovation & Upgrade
P&P has provided facility maintenance services USACE and the Veteran’s Administration. This included performing Quality Control for Moncrief Army Hospital, Ft Jackson (the installation of pressure reducing valves) as well as (completely renovation and repair of EENT rooms, replacement of the exhaust fan for several rooms as well as, additional controls with test and balance of the system) in support of USACE Mobile; additionally General Contracting and Project Management services on a facilities upgrade projects for the Corporal Michael J. Crescenz VA Medical Center, Philadelphia ( concrete pad construction, relocation of two existing light poles, including new concrete piers to a depth of 36” below grade, and relocation of buried electric cable) as well as (The demolition of a storage shed, removal of it’s contents and installation of an 18 ft. X 20 ft. concrete slab and 75 ft. walk way); lastly, Project Management services on a facilities maintenance and repair for a SMART barrack initiative facilities upgrade project for USACE Huntsville (replacement of shower heads, upgrades of the drinking fountains, and installing the concrete pad, light frame canopy and a canvas sunshade cover).

Power Generation & Maintenance
P&P demonstrated knowledge of the extremely important task of consistent facility power generation. Project Management services in support of the Lake Nona Orlando VA Medical Center included managing the labor, material, tools, equipment and subcontractors necessary to replace eight (8) sets of UPS generator batteries.

Facility Inspection Services
OSHA requires that fall protection be provided at elevations of four feet in general industry workplaces, five feet in shipyards, six feet in the construction industry and eight feet in longshoring operations. In addition, OSHA requires that fall protection be provided when working over dangerous equipment and machinery, regardless of the fall distance. P&P assisted in facilitating adherence to these essential safety mandates by providing inspection and testing services for fall protection anchoring in support of the Lake Nona Orlando VA Medical Center.

Energy Service Performance Contracting (ESPC)
P&P has demonstrated understanding, knowledge and relationships required to facilitate a “fence to fence” ESPC, a comprehensive energy project supporting reduction of energy consumption and costs, as requested by Fort Benning and U.S. Army Engineering
and Support Center, Huntsville (CEHNC). This effort consisted of four Energy Conservation
Measures (ECM) solutions encompassing more than 6.5M square feet across 228 buildings. These measures consisted of: 1) UMCS (Utility Monitoring Control System): Upgrade controls including repair, calibration, replacement, and connection to new server. 2) Light Improvements: Light-emitting diode (LED) and lighting controls and occupancy sensors. 3) Building Envelope Modifications: Weatherization, Window film Insulation, Window upgrades. 4) Energy/Utility Distribution Systems (Power Conditioning): Install power conditioning device.
